The Roadmap: Community Relations in a New American Era
Steven Windmueller, Ph.D., Emeritus Professor of Jewish Communal Studies
In his new blog for “The Times of Israel” Dr. Windmueller describes a period of disruption in Jewish public policy and community relations, driven by a “legitimacy fracture” around Israel and Zionism, rising antisemitism from both political extremes, and declining institutional trust. These pressures are reshaping the community’s position, shifting it away from traditional access-based power rooted in elite relationships and toward a model grounded in “relational legitimacy” and grassroots trust.
In this new reality, Windmueller says, durable, trust-based alliances must replace transactional coalitions, even when disagreements persist. He calls for embracing internal pluralism, reframing antisemitism as a broader democratic threat, and investing in grassroots leadership and narrative-building. Finally, Windmueller outlines a path forward centered on resilient networks, inclusive leadership, and a redefined form of communal power built on trust, adaptability, and shared purpose.
